History

Founder and President, Reverend C L Day, MSW, opened the doors to Neighbors Organized to Assist Humanity (N.O.A.H., Inc.) in 1996, with one purpose in mind: to provide quality social services to all families and children. Reverend Day himself spent time in kinship care. While working as a consultant for the Indiana State Foster Care Program, Reverend C L Day came to the realization that some children in substitute care, especially those in foster care, received inadequate services. These children entered the system faster, stayed longer, and were more likely to end up in correctional institutions and were disproportionately represented in out-of-home placement.

Reverend Day brings 32 years of social services experience, 21 of which are in foster care, to N.O.A.H. Prior to starting the agency, Reverend Day established the Indiana Concerned Parents Association in 1993, an organization created to provide a support network for foster/adoptive parents. Additionally, he was a foster care researcher for the National Foster Care Association and is the author of the Indiana Foster Family Handbook, the first guide instructing foster parents on substitute care in the State of Indiana.
